Sure, one would have to not be paying attention to local media lately to hear about the Mayor of Pittsburgh’s battles with the Intergovernmental Cooperation Authority, or the oversight board.
But this Mayor is the one leaving office in Philadelphia, and the oversight is not over City finances (though there is an Authority in charge of that, too) but over the school district.
In Philadelphia, the School Reform Commission has been handling administration of the Philadelphia School District since 2001, and the current Mayor would like to see that body gone and replaced with a nine-member appointed school board. The Philadelphia City Council would still have to raise funds for the district since appointed members could not have taxing power.
