There are close to 300 separate pension plans in Allegheny County that cover workers employed by the County, the City of Pittsburgh, municipalities, and authorities. They are for police officers, bus drivers, clerks, firefighters, road crews, and other white- and blue-collar employees. Most plans are in good shape, some are not. We ask: if these plans were merged, what would the resulting plan look like? Are plans associated with a certin type of employee in better shape than another? Is there a movement toward defined contribution type plans in the County?
