
Which western PA community recently laid off thirteen employees, increased property taxes, and raised the possibility of bankruptcy?
It was Johnstown, a community of more than 20k people that has been in Act 47 status since 1992 and is on its fourth amended recovery plan. Our newest report “Johnstown: Portrait of an Act 47 Community” looks at financial data for the municipality and compares it to other municipalities of similar population size. We found that Johnstown topped these other communities on many categories related to revenues and expenditures.
