Municipality Begins Pilgrimage Out of Act 47

Though it is not officially on the DCED Act 47 page, Plymouth Township in Luzerne County is reported to be leaving distressed status soon.  Plymouth was declared distressed about a half of a year later than Pittsburgh was, meaning that the former’s stay lasted a dozen years.

Looking at the pace of Act 47 distress rescissions, there were six municipalities that left Act 47 between 1993 and 2007.  Since 2014, the same number have been released, including the present case of Plymouth.

The pace should keep up.  As we noted in 2014, the state amended Act 47 to place time limits on how long a municipality could be in distressed status.
