Dated June 30th, 2014, the County’s sunset review of departments, agencies, and authorities represents the third such effort since transitioning to home rule in 2000. Recall that there was a seven year gap from the first review to the second even though the function is mandated by the Charter and the Administrative Code, but this one has been submitted six months earlier than what would have been the four year mark from the previous one, but it meets the Administrative Code’s requirement of a June 30th deadline so that Council has time to deliberate and take action on the various pieces of County government by October 15th.
Council has to decide to continue, abolish, or reorganize which means they can follow or modify the recommendations of the Manager’s review. We do know from County budgets and the review itself that a new department called Facilities Management was created in 2012 after the 2010 review and prior to this one.
The positive is to note that the review does set out a revolving time frame that staggers departmental, agency, and authority review in future years.
